clusters/halo.py: Constrain tau_acc to avoid zero diffusion
Zero or negative diffusion coefficient leads to unstable or wrong
results due to numerical algorithm/scheme adopted to solve the
Fokker-Planck equation.
Also add a NOTE to the FokkerPlanckSolver class.
